TeachMeFinance.com - explain On-scene coordinator (OSC) On-scene coordinator (OSC) The term 'On-scene coordinator (OSC)' as it applies to the area of reclamation can be defined as ' The Federal official predesignated by the EPA or Coast Guard to coordinate and direct Federal removal efforts at the scene of an oil or hazardous substance discharge (as prescribed in the National Oil and Hazardous Substances Pollution Contingency Plan and as published in 40 CFR Part 300). In an emergency, the OSC may authorize spending up to $2,000,000 for a removal action'.
